This study presents the development of a gamified Virtual Reality (VR)-based Personal Mobility Vehicle (PMV) driving test system in a simulated environment at the Samaun Samadikun Science and Technology Park (KST) of BRIN, Bandung. The system integrates detailed 3D modeling, interactive interfaces, kinematic animations for realistic avatar interactions, and gamification features such as assessments, feedback loops, and adaptive challenges. Three main modules are developed: a driver interface, a decision-making scenario, and a navigation and safety system for adaptive route guidance. The results of this study highlight VR gamification as a practical approach for PMV driving test systems. © 2025 IEEE.
