This study scrutinizes the wide gap between the higher education's reality and its underlying conception in Indonesia in relation to the quality of achievement by the higher education institutions. This is the case that universities in Indonesia, especially private universities in small regions, are yet to achieve an excellent result. Utilizing descriptive methods, this research aims at analyzing the empirical facts on the relationship between factors contributing to higher education institutions' quality through the Education Criteria for Performance Excellence of Baldrige System. Research has been conducted in two private universities in West Java province, namely Kuningan University and Galuh University. The population was 343 lecturers and the sample was as many as 181 respondents. The data was then analyzed by line analysis procedure. The analysis showed that the two universities 'quality, leadership, strategic planning, costumers' focus, system management, human resources focus and teaching-learning process management are fair. Further analysis on all the seven factors simultaneously showed a positive and significant effect of leadership to university's quality. © 2020, Institute of Advanced Scientific Research, Inc.
