Energy concept is one key component in physics education. Pre-service physics teachers are expected have energy literacy as their learning experience and for preparing their professional teaching. Measuring their energy literacy is therefore very important and its results are useful not only for faculty but also for national curriculum developers and policy makers. Yet there is no assessment instrument to measure how literate they are. In this paper, we develop an assessment framework to measure pre-service physics teachers' energy literacy. © Published under licence by IOP Publishing Ltd.
