This study aims to analyze and prioritize inclusive green economy strategies that promote community empowerment and social justice within the framework of sustainable development. The primary objective is to identify the most effective policy alternatives for enhancing socioeconomic resilience through green economic initiatives. Using the analytic network process (ANP) methodology, this research integrates expert judgments and stakeholder perspectives to assess interrelated factors influencing green economic empowerment. The findings indicate that green economic empowerment and entrepreneurship constitute the most influential strategies for sustainable community development. The key determinants include renewable energy utilization, entrepreneurship education, and improved financial accessibility, which collectively foster inclusive economic growth. Priority sectors identified through ANP weighting encompass natural resource management (0.324), education and training (0.276), and social inclusivity (0.241), each playing a crucial role in promoting long-term sustainability. The results demonstrate that green economic initiatives contribute to employment generation, local economic revitalization, and positive socioenvironmental impacts. However, implementation remains constrained by inadequate infrastructure, policy fragmentation, and resistance to behavioral change. To overcome these challenges, the study recommends increased investment in sustainable infrastructure, expansion of entrepreneurship-based education programs, and the creation of inclusive financial instruments. In conclusion, fostering multistakeholder collaboration through public–private partnerships and community-centered approaches ensures the equitable distribution of green economy benefits, thereby reinforcing social justice and collective empowerment. This study contributes empirical evidence to policymaking for inclusive green transformation, emphasizing the necessity of integrating economic, social, and environmental dimensions for sustainable progress. © 2026, Malque Publishing.
